To eradicate the vice of corruption, favouritism, abuse of power and position, to maintain probity, transparency and to improve efficiency in public services, the Government of NCT of Delhi set up the Office of the Lokayukta in December, 1997 which is presently headed by Hon'ble Lokayukta Sh. Justice Manmohan Sarin.

Public Functionaries Against Whom the Lokayukta Entertains Complaints.

The Lokayukta Act takes within its ambit the Ministers including the Chief Minister, Members of Legislative Assembly, Municipal Councillors and the Chairman, Managing Director and Members of the Boards which are subject to the control of the Government of NCT of Delhi as defined in Clause (iv) of Sub Section (m) of Section 2 of the Delhi Lokayukta and Upalokayukta Act (Delhi Act No. 1 of 1996). A copy of this act is available on nominal charges of Rs.10/- only from the office of the Lokayukta and also on the site at http://lokayukta.delhigovt.nic.in/uplok.asp

Who May Approach Lokayukta

Any person may make a complaint in the prescribed form to the Lokayukta giving specific details of the case supported by relevant documents and accompanied by an affidavit in support of the allegations in the complaint. A fee of Rs.500/- (Rupees five hundred only) shall be paid in the form of judicial stamps alongwith the complaint.

Cases Taken up by the Lokayukta

On receipt of complaint containing allegations of failing to act in accordance with the norms of integrity and conduct which ought to be followed by the public functionaries, as defined in Section 2 (m) of the Act, or allegations of corruption, abuse or misuse of office and power, possession of assets disproportionate to his known sources of income against a public functionary of GNCT of Delhi, the Lokayukta may hold an inquiry into such allegations.

Any complainant can meet the Hon'ble Lokayukta/Registrar and/or the designated officer between 11.00 am to 01.30 pm. The Lokayukta can also be contacted direct on telephone. Even an anonymous complaint could be entertained provided credible information is furnished warranting an inquiry into the allegations. The Hon'ble Lokayukta also has power to take cognizance SUO-MOTU on the basis of any information that he may receive or, otherwise, comes to his notice.

Matters/Allegations Outside the Jurisdiction of the Lokayukta

  1. The Lokayukta or the Upalokayukta shall not inquire into the matter which has been referred for inquiry under the Commissions of Inquiry Act, 1952 (60 of 1952).
  2.   An allegation made against the public functionaries if the complaint is made after the expiration of a period of five years from the date on which the conduct complained against is alleged to have been committed.
  3. Any Member of the Judicial Services who is under the administrative control of the High Court under Article 235 of the Constitution.
  4.   Any person who is a Member of a Civil Services of the Union or an All India Services or Civil Services of a State or holds a civil post under the union or a State in connection with the affairs of Delhi.
